SR Dixon & Associates, LLC was organized for the purpose of providing construction project auditing and consulting services for construction project owners. Project owners may not have the extensive experience, time or resources needed to identify risks, design, implement and monitor controls.

Owners need a business partner that can identify and assess risk, participate in control development, and implement and monitor controls at various project stages. They also need a partner that can work with their legal advisors, providing assistance with contracting or delivery method strategy.

Our goal during each engagement is to provide quality services that reduce construction costs and is responsive to our client’s needs. Our sole objective is to add value to each project that we are involved with.

We offer several distinct advantages in expertise and service. The Principals of SR Dixon & Associates, LLC have been employed by contractors and commercial developers and have extensive knowledge of the construction industry. This working knowledge and hands-on experience allows us to provide professional and cost efficient services.

During our engagements, we make every effort to preserve our client’s relationship with the contractor. We conduct an open discussion with the contractor at the completion of our fieldwork, which encourages quick resolution of audit issues and maintains good relations with the contractor.

Scott R. Dixon is the Chairman/Founder of SR DIXON & ASSOCIATES, LLC; a capital project construction and auditing firm. Scott spent the 1990’s holding various audit and consulting roles within a midsize CPA firm, it is here where Scott learned Construction Auditing working on projects in both banking and manufacturing. In the mid 2000’s Scott spent a decade with the Seminole Tribe of Florida as Construction Audit Manager overseeing projects ranging in size from a few million to hundreds of million. In addition to those duties, Scott was an integral part of implementing the Environmental Health & Safety protocols necessary to maintain Gaming Regulatory Compliance. In 2014 Scott started SR DIXON & ASSOCIATES and has been critical to its growth and management. Scott often writes articles and speaks on the subject of construction auditing, and Environmental Audits with his firm now recognized as an industry leader in both Construction Auditing and Environmental Audits.

Warren has over 20 years of experience in construction, accounting and audit focusing on litigation support, contract compliance and forensics within multiple facets of the Construction industry. In the 1990s, Warren held various management roles within accounting and audit for commercial developers and international construction firms. He negotiated millions in construction contracts and subcontracts as well as performed litigation support related to internal and external legal actions. He worked with both domestic and international contracting methodologies understanding potential risks related to project locations. In the 2000s, Warren shifted his focus from the contractor to the owner of construction projects and provided his knowledge to clients as a consultant throughout the United States. He worked for a large professional services firm helping build the Construction and Contract Compliance practice within Texas, California, and Arizona. In 2007, Warren took a position with a large power generation company to establish the audit function related to $11 billion in power plant and environmental retrofit projects. He was instrumental in negotiating multi-million-dollar settlements with contractors and assisting the company with contract compliance concerns related to a $500 million lawsuit filed by a large metal smelting company related to one of the company’s environmental projects. Warren’s expertise on large capital projects has caught the eye of organizations worldwide involved in multi-billion dollar development projects.

Brenden has over 20 years of experience leading compliance teams/audits in various forms of government entities, with an emphasis on casino related compliance across many states and gaming commissions. Brenden has been instrumental in developing financial audits, BSA/AML compliance audits, risk mitigation audits, MICS/ICS audits for Tribal properties, and has consulted on numerous operational audits deemed value added by his clients. His understanding of the balance between regulatory compliance and operational efficiency has led to a very high management approval rating, a rating in which we justify our services.

John Harwell, CIA, CFE, CIA

COO

John’s career has spanned over 31 years with a focus on construction and manufacturing (nuclear, mining and chemical). In the last two decades, John has focused on construction reviews, operational audits, compliance and litigation support reviews. His work has involved negotiation of audit related recoveries and working with clients and management to ensure all parties buy off on issues and develop a comprehensive plan to address the issues with third parties. Mr. Harwell has extensive experience in fraud investigations related to large construction projects and complex contractual relationships. His experience involves both domestic and international projects.
